Currently it is not possible get an easy overview of individual contributions and the voting record of Kosovo parliamentarians as currently the closest thing to a transparent parliament for the common citizen are tedious transcripts. Since Kosovo is a single voting zone, this issue becomes particularly important as it is impossible to follow the contributions of individual parliamentarians requiring this way an extremely high degree of engagement in order to maintain a necessary level of accountability of MPs. The user-friendly system will become important at the time of parliamentary elections when users will be able to use the voting record to decide how to vote on their representatives. It can also be used to read upon the stances and arguments presented by individual parliamentarians on particular issues. The website will make the work of journalists and researchers much easier.

Technologies

Users will be able to input the name of a deputy or pick a particular issue such as law, resolution or report and see the vote distribution. Users will also be able to see the contributions of individual members. The system will be built on PHP+MySQL and will be usable both on desktop and mobile devices. The website is dependent on Parliament continuing to publish their transcripts in the open manner they currently do.

Timeline & Objectives

The website will be built in 3 months. Marketing campaign will take another 1 month. During the election campaign, we will launch our own marketing campaign to the general public to urge them to use the website to create an informed opinion on political parties and their candidates standing for reelection.

Community Building

A marketing campaign will be staged online and offline in two stages: at launch and before parliamentary elections scheduled to be held in Kosovo sometime next year. Social media networks will be used to promote the webpage as well as by placing advertising on news portals and other online media at both stages. At least 10 different media will report on the site. Offline, flyers and posters will be distributed in Prishtina. The team will work with journalists to build the results into their work which will ensure has media visibility. We will organize a conference with journalists, secretariat of the parliament and MPs to explain what the website can offer them.

Sustainability

From the award prize, we will cover the first 3 years of website hosting. Following this period, we will see ways to place the website in trust with a transparency NGO or news organization. Assuming the Parliament keeps publishing its transcripts the same way it does now, once it is running the website requires very little maintenance, exceptions being newly elected parliamentarians or security bugs.
