What is FLOSS?

The most popular definition of data describes it as everything which is or may be processed by a brain or a computer.

By Tony Hirst from the Open Knowledge Foundation

Whenever you work with a real dataset, it's not uncommon to find that the data doesn't quite work with the tool you're trying to load it into, or it isn't structured in a way that you can conveniently use.

When working with data, data visualisation techniques can be used in two different ways: - for analysing or making sense of a dataset (visual analysis); - for communicating some particular aspect of the data story (visual presentation).

The Centre for Research, Transparency and Accountability – CRTA from Serbia on a daily basis monitors, supervises and measures the accountability of politicians and transparency of government institutions. All our projects – Truth-o-meter (istinomer.rs), Open parliament (otvoreniparlament.rs) and Map the Money (pratipare.rs) represent an online base for creating a community of active and responsible citizens willing to demand politicians’ accountability to their citizens.

Serbian activists have a long track record of motivating citizens to use their voting power in defining their political future. These citizen campaigns have always been value-driven efforts to support creation of a more consolidated democracy. Unfortunately, it turned out that Serbian politicians weren’t dedicated enough to keeping their promises given in the campaigns. That is why during the 2012 elections, civic activists changed their strategy: instead of motivating citizens to vote, they were empowering citizens to actively hold politicians accountable. Activist groups developed several online tools and campaigns for helping citizens reach out to political candidates, advocate for causes they care about, or evaluate the politicians’ work.

The serious world of the internet, surprisingly enough, also has trends: politicians, like President Obama, want to be on Facebook; public institutions start paying attention to whether their websites are well designed and if they delight the users. Another trendy thing is app contests.

The emancipatory potential of data lies dormant until data is given life in computational applications. Data visualizations, interactive applications, and even simple analyses of data all require that data be made intelligible to some kind of computational process. Democratic engagement with data depends on data being intelligible to as many forms of computation as possible.
