First e-Gov application in Bosnia and Herzegovina

Foundation CPI in cooperation with municipality Ilidža developed a project called Centar 72. This is an information system which establishes and strengthens relationship between local authorities and citizens by solving everyday communal problems reported by the citizens.

Centar 72 is not the first system designed to help citizens solve their communal problems in Bosnia and Herzegovina, but it is the first one adopted by the local authorities. Platforms such as Centar 72 aim to collect citizens’ complaints and to put pressure on the government in order for complaints to be solved.  Being that political system in Bosnia and Herzegovina is quite complicated and makes it har to influence higher levels of government, we opted for a bottom-up approach (trying to influence authorities on a local level).  Being that Centar 72 provides digital interaction between citizens and the local government, and that this technology is coming from local level, makes it the first e-governance application in Bosnia and Herzegovina.

Centar 72 was officially launched on November 1st 2013. and until now has reveived twelve problems of which five were successfully solved and the other seven were not under municipality jurisdiction. In order to properly serce citizens through e-Gov strategies Centar 72 plans to include other stakeholders, such as public enterprises and Ministry of internal affairs. This way, we can enlarge the scope of the problems which could be solved through Centar 72 and create self-sustainable interaction between citizens and local authorities, which would reflect positively on everyday life.

Through investment in the IT and ICT, Centar72 gets great chance to become self-sustainable and set new standards in NGO prosperity in Bosnia and Herzegovina. Incubation process by its definition increases likelihood that a startup project like Centar 72 will stay in business for the long term.  In this pre-incubation process there is only one expectation and that is to sort out ideas in order to recognize ones which can be transformed into potentially commercial opportunities and to organize them for the actual process of incubation where the ideas will be welcomed with pre-prepared infrastructure and strategic support for the development of their activities. Successful project is one which through its process of definition and expansion becomes self-sustainable and this incubation process defines groundwork for such growth.
