Anonymous online reporting -- people send in information about how much they (don't) pay, for what, where, and to whom, as well as to what extent they were satisfied with services rendered and/or the situation; other users may browse this information, in order to find the institution that may solve their problem either for no bribe at all, or with the lowest bribe possible for that specific vicinity and specific matter.
Lack of information about the prices of bribes in specific institutions, for specific matters/problems, and/or places where no bribes are required--helping people save money on bribes, in times of economic and financial crisis, possibly changing attitudes towards making and taking bribes.

1--caravan to promote the tool in local communities, via public libraries;
2--mobile app and/or optimizing the site for mobile usage;
3--expand with an inventory of interactions citizen-authorities (including public services and public utilities), to document the full range of situations where the tool may prove useful

Any comments about the human resources?
Needs to develop a network of local journalists that would use the data for local news, and better promotion at grassroot level in order to reach the target group of males 35-45 years old, possibly with a series of offline events.
